Are you referring to a so-called "mustang," as they would refer to it in the U.S. Navy...a person who made his way up the ladder (and not by traditional officer candidate schooling)?

Is that how it is done in the russian navy? Do you really believe they hand any jackass a position because of their parents money...or is there actually a slew of good candidates...and the one with the most "connections" gets the promotion?

I remember my father pushing me toward college...and when I graduated he commented "it's not what you know, it's who you knew...;" wasn't I angry and confused...

or is it part of a general learning experience called LIFE.

P.S. The particular U.S. Navy officer I'm referring to went into the backyard of his garden and shot his brains out....

What a life of priviledge!?!
