I think he meant soft shutdown, because holding power button shuts computer down immediately (and if in this case it suddenly turns on again then he needs to check 1. connections between buttons and motherboard 2. motherboard itself (maybe bios update is needed).)

Note: If it's Mac I don't have an idea what to do, because I have never used it before.

If the problem is with soft shutdown, then it's problem with OS. If OS is called 'windows' I recommend reinstalling it each 6 months, to keep good functioning.
