Perhaps you are getting off the topic here. This thread is about relations between Russia and the West.
As for deporting illegal immigrants who don't have proper documents, every country regularly does this including those in the West.
When there are tensions between two counties that can lead to war, then there is nothing unusual about restricting travel between these two countries and applying the immigration law more vigorously to citizens of the hostile country.
There are examples of this in the West too. The US has been restricting travel between Cuba and US for decades. And loyal citizens of Cuba are not allowed to stay or travel in US much. Only when Cubans in effect declare that they want to leave Cuba permanently and settle in USA, then they are allowed to stay.
