There are examples of this in the West too. The US has been restricting travel between Cuba and US for decades. And loyal citizens of Cuba are not allowed to stay or travel in US much. Only when Cubans in effect declare that they want to leave Cuba permanently and settle in USA, then they are allowed to stay.

Russia closed ethnic Georgian restaurants and clubs in Russia to retaliate against Georgia , and the US does not do that to the Cuban restaurants and clubs in the US.
