http://www.chechen.org has put Zakaev’s decree on “functioning of Chechen Republic of Ichkeria”. He established the Council of National Salvation which he declared the supreme government body of Chechnya. To all appearances it was an answer to the recent decree by Mashadov. But I’m sure that these decrees were a step towards creation of CNS. All critics of Zakaev in them was but too mild, because I suppose he deserved a more severe punishment for having discredited the government and the president of Chechnya. However Mashadov kept for Zakaev his former authorities. And this is quite natural. The West has close ties with Zakaev while Mashadov has lost his authority and leans on the backing of radical Islamists and terrorists. Mashadov is aware that he can’t be the leader of separatists any more. He must have decided to keep in shadow and insensibly leave the political stage without any blood and sorrow.
