54% of Belarus' foreign trade balance is with Russia. Belarus would probably benefit from sharing a single legal system, etc. with Russia in a "commonwealth" type of relationship. If this union could help in any way to remediate damage to health and environment due to the Chernobyl disaster, then this alone would make it worthwhile.
