looking for any russian to mail my ideas to the russian government

I've successfully contacted the governments of the U.S. and Britain and sent several ideas, such as advice on the North Ireland conflict and fighting world hunger. All of my letters have recieved good replies. I've tried to contact the Russian government, but failed. I'd like for someone to help me contact them.
