"Spamming" doesn't have a tight definition, but it's basically "bombing a bulletin-board" with the same message in multiple discussions and topic areas, regardless of relevance.
There have been some cases here - one time a company offering discounted phone-calls did it in every section, and another time a religious organsation did this, offering "free language lessons" that were actually Bible Classes - in every section of the board.
It's like junk-mail, only more intrusive - especially when "titled" so it appears like a contribution to a discussion, and in fact is an advert for telephone services.
The admin of this board don't seem to care about spam at all, although they have it in their power to remove it, or at least relocate it to a section ("business") in which it might be relevant?
Usually spam is commercial, but you can also find spam from activist groups, or individuals.
