Regarding the man with the POTENTIAL mental disorder; if he hasn't broken the law or if there aren't any serious, obvious and/or life threatening problems (or outward signs)...there isn't anything that anybody can do!
In addition, laws protecting the parental rights over children, especially--are extremely guarded. There would need to be an ensuing custody battle, where the relationship with the other primary caregiver/parent has dissolved (to the best of my knowledge)--in order for these POTENTIAL concerns to be focused on.
Also, it is difficult to attempt to diagnose an individual based on their INTERNET posts/ or sites. Plenty of people live "internet" fantasy lives--that may even be regarded as healthy. An obvious example would be internet dating...especially if a 5'6" man claims to be 6'2"....and the likes--is he lying, fudging, or mentally ill?
Are children locked up for pretending to be superheros or wearing capes or having imaginary friends? It's interesting how this is just viewed as somewhat "normal" or a phase.
Perhaps this man doesn't even have a daughter?
Furthermore, it's a shame--but their are plenty of screwed up parents and families who do more emotional harm....and that's not only hard to stop, but nearly impossible to prosecute.
Not to be insensitive to your concerns--but do you REALLY care--or has this man upset you or challenged you in some way? It's an important question! This would be a POLICE concern. Often times when people upset each other, and coping mechanism are overwhelmed, or people feel helpless during even verbal defense...the cops are called simply to use the police as an aid of revenge or continuing the argument; simply using the police as an instrument of intimidation.
