Cornelius must not have been a believer Acts 10:30
The early church must not have been believers in Acts 14 and 27
Husbands and wives in Acts in 1 Cor 7:5
Paul must not have been a believer also in 2 Cor 6:5, 11:27
Personally I don't know anyone with serious spiritual power who doesn't fast occasionally.
