"The Kremlin is set to launch a major reshuffle of Russia’s incumbent governors. As of 2006 only truly successful professional managers will be allowed to take charge of the regions, while those less capable who hold on to their posts will be ousted if they fail to run their regions and spend budget funds effectively."
