to end Soviet-era benefits.

Russia's upper house of parliament gave final approval
yesterday to a controversial bill ending an array of
Soviet-era benefits, including free transportation and
medicine.
An estimated 30 millio people
-Russia's elderly , disabled and World War II Veterans-now
receiving monthly payments ranging from $5.10 to $53.
The government says the move will be a boon to many and
will make aid more accurately targeted. The measure, which now goes to President Vladimir V. Putin for his signature,
sparked protests in Moscow and around the nation.

The question now is...will aid be targeted more accurately
or is this merely an financial issue?

Benefits being replaced by cash payments. What's wrong with that?
