I'm not sure too. I suppose this Russian idiom has no direct word-by-word equivalent in English. I found nearest as it seems which sounds "lay at one's door". Anyway I'd tell some more for those English natives interested in exact meaning. Not wolf but dog and not the wolf who blames Bush but someone in the US who blames Bush by means of some action with dog. I've remembered another expression originated from the Bible - blaming someone by means of laying the hand upon his head.

Putin Criticizes U.S.

Lots of people are pissed off at Putin and in many cases he deserves it, but he did make some legitimate points about American double standards, I posted a more detailed reply in the next thread...

Russian phrase "повесить всех собак" literally means "hang all the dogs."
