"The long-awaited and costly conference entitled “The Civil Forum” opened on Wednesday morning in the Kremlin Palace of Congresses. Until the very last minute the organizers were not sure whether the head of the state would honour the noble assembly with his presence. On Tuesday Vladimir Putin flew to Novyi Urengoi in Russia’s far north, and there was a certain risk that his schedule might be disrupted due to severe weather conditions."
