"On Sunday 6 of Russia’s 89 regions went to the polls to elect representatives to those regions’ legislatures. Low turnouts have become typical of regional parliamentary elections in Russia: People’s faith in the effectiveness and reliability of regional parliaments, or dumas in Russian, is extremely low for often they serve as little more than a rubber stamp for the decisions of regional governors."
