There were some centers already in Russia before. These are the new ones which they wanted to setup for increasing the co-operation between India and Russia. I think they didnt start till now.

Defence Secretary Yogendra Narain and Defence Production Secretary Subit Dutta signed the protocols from the Indian side, while senior Russian Defence Ministry officials Vramov Libo and A V Penisov initialled them from the Russian side.

NEW DELHI: Even as working groups of the Indo-Russian commission on military technical cooperation discussed different defence deals on Thursday, sources said Moscow has assured New Delhi that it will speed up the delivery of the fourth-generation Sukhoi-30MKI fighters and T-90S main-battle tanks.

Sources said India should receive the first batch of four multi-role SU-30MKI jets from Moscow by June.

"Before this year ends, the IAF will have 10 SU-30MKIs in its inventory. The two sides are also considering the initial blueprint for the joint production of a fifth-generation combat aircraft," said one.

The SU-30MKI air-superiority fighter, capable of undertaking both strike and air defence missions, is expected to form the IAF backbone for the next two decades, with Hindustan Aeronautics Ltd also subsequently taking up indigenous licensed production of the jets.

While the first lot of the T-90S tanks, equipped with night-fighting capabilities and protected by "explosive reactive armour", has already arrived in India, New Delhi wants the delivery schedule to be further speeded up. Apart from the proposed leasing of the TU-22 long-range strategic bombers and nuclear submarines, the two countries are also engaged in hard bargaining over the sale of aircraft carrier Admiral Gorshkov, as also the supply of MiG-29K fighters and anti-submarine Kamov helicopters to arm the carrier, in a package deal.

The negotiations for the 44,570-tonne decommissioned Admiral Gorshkov have attracted some criticism due to the sharp escalation in its high retrofitting costs. Reports indicate Russia is asking for $ 747 million for the refit job on the carrier, while India’s top offer is said to be $ 650 million.

India and Russia will sign a wide-ranging defence protocol on Friday. The two sides will go in for more programmes to jointly develop and produce a new generation of weapon systems. They are also in the process of finalising deals for three Amur-1650 class submarines, SMERCH multi-barrel rocket systems and Mi-17 helicopters, among others.

EW DELHI: Shaping to put their military-to-military relations on a strategic partnership, India and Russia on Wednesday began three days of high-level talks with the visting Deputy Prime Minister Illya Klebanov offering New Delhi a stake in its programme for development of futuristic weapons.

"Russia is willing to go beyond the sale and lease of hi-tech weapons", Klebanov said emerging after an hour-long talks with the Defence Minister George Fernandes.

A large number of acquisitions from Russia were discussed, including Admiral Gorshkov aircraft carrier, Amur submarines, SMERCH multi-barrel rocket launcher and AWACS and MI-17 helicopters.

Later, at the second meeting of India-Russia Inter-Governmental Commission on Military-Technical Cooperation, Fernandes said that the growing military technical co-operation between India and Russia was a major area of the bilateral ties between the two countries.

Fernandes welcomed a decree signed recently by Russian President Vladimir Putin enabling India to have direct links with original equipment manufacturers (OEMs) in Russia.

The three-day meeting, which began in New Delhi on Wednesday, will discuss various bilateral defence issues at the level of the working groups and sub-groups. A number of initiatives taken at the first meeting of the commission are already bearing fruit, the ministry added.

Referring to the potential for comprehensive repair and maintenance facilities in India for Russian and Soviet origin defence equipment acquired by the Indian armed forces, Fernandes expressed the hope that further discussions will be followed on the subject. The procurement of spares for Russian and Soviet origin equipment with the Indian armed forces will also be discussed at the meeting.

Officials of the two governments are also expected to discuss co-design, development and production of a 100-seater multi-role transport aaircraft and the development of a fifth generation combat aircraft.

Klebanov has also addressed the inaugural session of the commission on Military-Technical Cooperation.

EW DELHI: Declaring that India and Russia were poised for a "quantum leap" in military-to-military cooperation, visiting Russian Deputy Prime Minister Illya Klebanov on Tuesday said he had brought new proposals for joint research and production of futuristic weapon system.

"I have brought proposals for a new strategic partnership for joint venture with equal financial stakes in combined research, development and production of high tech weapons," Klebanov, who is heading a high-level Russian defence delegation, told reporters on his arrival in New Delhi.

Saying that India and Russia should move beyond arms sales, he said time has come for the two countries to join hands in developing futuristic weapon systems especially for Navy and Air Force.

Citing recent success in test-firing of jointly developed Brahmos cruise missiles, Klebanov said India and Russia should venture into development and production of fifth generation fighters as well as civilian aircraft.

Klebanov, who will call on Prime Minister Atal Bihari Vajpayee and meet Defence Minister George Fernandes, External Affairs Minister Jaswant Singh and National Security Adviser Brajesh Mishra, visualised joint venture in civil and military fields as part of strategic partnership.

On Indo-Russian relations, Klebanov said the ties between "old friends are very good" and "are immune to global changes."

During Klebanov's visit, the two countries are expected to sign a defence protocol to pave the way for leasing of two Russian long range nuclear submarines and two TU-22 maritime nuclear capable bombers to India besides purchase of spares and procurement needed in connection with the present mobilisation of troops on the border.

Klebanov's talks with the Indian leadership are also likely to clear the decks for a final agreement on the acquisition of 44000 tonn Kiev Class Aircraft carrier Admiral Gorshkov.

An advance teams of Russian defence experts arrived here on Sunday to do the ground work for signing of defence protocol as well as for emergency arms purchase.

The likely lease of two Shchuka Bar Class nuclear propelled SSBN submarines capable of launching ballistic and cruise missiles, could be for a period of five years and would give India the most crucial third leg of the nuclear triad.

Indian Navy has already acquired the capability of operating nuclear submarines on the earlier Russian leased out INS Chakra Class nuclear submarines in the eighties.

The talks between Klebanov and Fernandes are to be followed by delegation level talks in which besides the defence ministry officials top brass from the Navy and Air force will also take part.

Klebanov will also meet Finance Minister Yashwant Sinha and sign an economic protocol. (PTI)

My only question is "why?" Why is russia going through all this trouble to help India in the first place? Do they have something planned out for India in the future?

Johnmatthew,
I have heard you state again and again that the F-22 Raptor is the best fighter plane in the world, you seem to be living in your own universe. The SU-35 has on many occasions proven more reliable and more accurate at bombing raids and air defence. I agree the F-22 exceeds anything that the rest of the world has but Russian planes have surpassed the F-22, it is still an excellent plane but the Su-35 is a better alternative.

Let me tell you one thing Stalin....You will never know who is better until you send the SU35 against a RAPTOR and see who will actually do a good job.....So far, that is yet to happen.....

I guess you are right.
I do not think it will happen either, the SU-35 is only being manufactured in Russia and the RAPTOR only in the USA and no-one would like to see a war between these 2 countries.
