I agree with you mostly. But I think some kind of propaganda exists in any country, often quite spontaneous (based on pure biological instincts (defense of territory, defense of tribe and so on)). And in any country people often inclined to believe in propaganda, simply because propaganda is usually based on what they want to believe. But I think Russians are inclined to believe in it no more than Canadians are. And, in much degree we, people from Eastern Europe, really have some kind of "inoculation" against it and so have more sophisticated attitude to any form of propaganda.
Wolf's problem is he doesn't realize how much in his position is from the propaganda of his country.
