No problems with ATM's in Moscow and St Petersburg, they are widely available.
Many metro stations have ATM's in the lobby, usually on the "Globus" network, and accepting VISA, Master and Cirrus cards. There is a maximum transaction limit of R5000, which is approx equiv to US$175.00.
Other Moscow locations include several along Tverskaya St (near to Tverskaya Metro on the r/h side as you walk down to Red Sq) and inside the front lobby of Central Post and Telegraph. Another is at TsUM, on Petrovka St, located in the wall facing the side of the Bolshoi Theatre (this one is the most reliable one I know, always in service, but with a limit of only R3000 per transaction).
Other Petersburg locations are along Nevsky Prospekt, inside Gostinny Dvor dept store, in the lobby of the Post Office "Peregovorny Punkt" (on the alley which joins Nevsky to Palace Square, I forget its name) and lots of other places.
